All thermal paste is non-conductive, that's why it's used in PC's

It's liquid metal that's conductive. So if you spill it on the mobo, you will probably break something.

Generally speaking, the top rated is Thermal Grizzly Kryonaut, but the top tier pastes are within margin of error.

 

You have MX-4, NH-T1, IC Diamond, Kryonaut...

There are plenty of good options that perform similarly. I personally prefer NT-H1 but whatever's cheapest would also work. If you're getting a new cooler as mentioned in your previous thread, the included paste is fine.
