how do i make this happen

i want to have my pc so my task bar is at the top of the screen but then i cant see the top of windows such as chrome  which means i cant switch pages or minimise them

is there any way to have it on the side or bottom so i can keep my taskbar at the top

You should still be able to access the top of the Windows, so something may be off there. 

 

In terms of moving the title bar, I don't think you can do that. Most you can do really is move the minimise/maximise/close buttons to the top left rather than top right.

It should work fine with the taskbar on top (just tested it on my computer as well). Do you have auto-hide on? Because that will overlap indeed when showing the taskbar, but shouldn't interfere really.
