Is this regular RAM

A guy has this listed twice, once as server memory. Is this something that can go in a regular desktop?

It's desktop ram since it's unbuffered and non ECC, even though those aren't mandatory in server ram, its sought for server grade ram.

Unbuffered and Non ECC means it will work in regular motherboard.

The opposite is for server.

Server can use unbuffered and non ecc as well.

Server class maybe for its better / tested durability.

I used HP server memory for my desktop also, no problem.
