Certificate invalid all pages

Hi, I have been trying to figure this out for months.

The laptop is getting a certificate invalid error when just trying to google. Going to a website URL directly excluding google doesn't give you an error but none of the external CSS or js is loaded it gives the Certificate invalid error in the console. This mostly occurs in chrome most pages are fine in Firefox. I have tried uninstalling and reinstalling chrome. I have also tried installing the root certificates manually. In event viewer it gives the unable to install certificate error often.

I am befuddled and have no idea what to do.

Forgot to add that I did check date and time and certificate expiry dates.
