i mean in speedtest.net i easily get 7 ping but in game i get below 50 ping..  what rate should i set. at the moment its on rate "786432"

Ping is your distance to server in milliseconds. In Speedtest it selects closest or least stressed server so you get really low ping to eliminate server side lag from testing. In CSGO you are actually connecting to server somewhere. You probably aren't selecting where to connect based on where its located and how many low ping players there are as first priority. So you get your ping calculated by your distance and stress server is getting. On server located close to you and using good hardware/connection, you get lower pings than connecting to another region or server run from someones closet.

 

You can do some testing with Speedtest. Look at where server it defaults is and then pick something thats much further away. Like I'm defaulted to our capital, some 200km away and get 8ms ping there. But to London, UK, some 1500km away already gives 50ms ping. I know from fact that connecting to NY server would result in 150ms pings.
