Was stress testing Ryzen 5 1600 at 3.8GHz when I noticed on afterburner that my cpu was spiking around 10 degrees then going back to normal, this would happen at around 10 second intervals.

 

Any reason I should be concerned? I was seeing this even before I added the overclock, however it was only 2-3 degrees so I just ignored it. It has never been this severe...

different readings must come from different sensors.

Some sensoring chips have issues dealing with multiple reading software and may send bogus data, like those old AMD motherboards telling you the cpu is -10Cº for some reason. 

Post your motherboard brand and model, it may be a disclossed bug or malfunction from the chip/sensor.

Most issues are reported to happen in Linux, but found nothing for windows 10.

Id suggest it is a BIOS version issue, a lot of releases claim to make the CPU temperature readings better, check the log in 0513 and 0515 version...
