Double check the minimum and maximum processor state. It can't hurt to be sure they're set to 100%.

What are you using to see the speed? Task Manager?

Main System: Phobos

AMD Ryzen 7 2700 (8C/16T), ASRock B450 Steel Legend, 16GB G.SKILL Aegis DDR4 3000MHz, AMD Radeon RX 570 4GB (XFX), 960GB Crucial M500, 2TB Seagate BarraCuda, Windows 10 Pro for Workstations/macOS Catalina

Secondary System: York

Intel Core i7-2600 (4C/8T), ASUS P8Z68-V/GEN3, 16GB GEIL Enhance Corsa DDR3 1600MHz, Zotac GeForce GTX 550 Ti 1GB, 240GB ADATA Ultimate SU650, Windows 10 Pro for Workstations

Older File Server: Yet to be named

Intel Pentium 4 HT (1C/2T), Intel D865GBF, 3GB DDR 400MHz, ATI Radeon HD 4650 1GB (HIS), 80GB WD Caviar, 320GB Hitachi Deskstar, Windows XP Pro SP3, Windows Server 2003 R2

Look in the BIOS of the laptop. If it sees the speed properly, then it's a Windows thing, and it might just be a false number, as opposed to the CPU actually being that slow...

There should be an option to edit the power plan. From there you should see Processor Power Management. The minimum and maximum settings are listed under there.

And while we're at it, how did it get to this speed? Did you just now notice this, or did you change something?

That's your problem. Use another utility. Task Manager is notorious for being wrong. It says my CPU only ever goes up to 2.73GHz. It actually goes up to 3.0GHz. That's why nobody uses it.

I also use HWINFO and that states the same 1.2 GHZ

You forgot?

That's going to make troubleshooting this difficult.

For starters, the BIOS you list is quite old, update it.

Then get back to us.

I'd say grab Intel XTU and run a stress test. It should tell you if your CPU is actually locked at 1.2GHz, and if it's being locked due to thermal constraints.

OMFG Thank you so much. My laptop has been thinking I was constantly on battery power and the power management setting was only full speed at 100% battery
