Not sure which MOBO you have, but X399 likes Samsung B die ram.  Check the QVL for your Board, and then below for a list of RAM that will work to it's rated speed.

I had Corsair RAM in an intel build that would XMP to it's 3200 rated speed, but would only do 2133 in the x399.  Changing to B die got me up to 3600 on x399.

I already have the cpu, The ram is Gskill trident z F4-3000c15q. This is mainly a gaming pc but i do alot of video editing and 3d modeling.

I got the msi x399 carbon pro ( https://www.msi.com/Motherboard/X399-GAMING-PRO-CARBON-AC ). Honestly I dont understand the list you posted.

That RAM is on the list I posted, so it should be good up to the 3000mhz and 15 timings it's listed at.  I have a Gigabyte board that has XMP listed in the RAM settings.  With that enabled it went to it's listed timings and was stable.  MSI should have a setting like that in the bios as well.  It will probably boot to 2133 until you change it.
