No,  I'm backing up just in case this solves nothing.  Much easier to revert

Re installed Windows.  Now my cores are not limited and the FPS is back up

So.  After re-installing windows,  both Portal 2 and Rocket League FPS issues have been resolved.  I still have a LONG way to go on the installation,  but thank you for all of your help!!
