Yes. you likely have something in task scheduler set to start your browser on boot, so once it reboots, that process starts. then, your browser open the previous sessions' tabs, and the playback resumes (probably)

Does it do it before i log in and fully boot into windows?

If your PC is instead going into sleep or hibernation mode, then it makes sense that YouTube (or another video) would still be playing when you turn it on again, since you never really shut it down. Is this a laptop or a desktop computer, and how are you "shutting it down" when you do so?

It's a desktop and I shut it down by pressing shut down in windows.

Hmm OK, that's quite strange then. One thing you can check is the Use my sign-in info to automatically finish setting up my device after an update or restart setting in Settings > Accounts > Sign-in Options as having this option enabled will let Windows sign you in upon each boot up, usually with the programs you last had open when shutting down opening again upon boot up. If you had a YouTube tab open playing a video prior to shutting down, and your web browser is set to automagically open upon login, then this will cause it to open the tab with the video, playing it automagically.

Ok. The pc seems to fully power off (no lights). Do you think that I should be worried that the pc doesn't fully power off?

Yes. When you wake up your system from sleep, your account is still logged-in and operating. It just has this password screen (lock screen) that blocks a person from doing stuff to your account. You need to unlock it. That is how, if you have downloads or something, they continue when you lock your account (Win+L), or wake it from sleep. If you have music playing, expect the same behavior.

 

Now if you really mean SHUTDOWN your PC. Then they are 2 possibilities:

  1. Your system does not support Fast Startup and so the system hibernates instead of actually shutting down (which partially hibernates for faster startup)
  2. You have "Pick up where I left off" feature enabled.

 

For #1,

Make sure you have the latest BIOS/UEFI, and the motherboard chipset drivers installed, see if that helps. If not, then some other hardware break compatibility (sound, video, USB printer, etc.).

 

To turn it off:

Start > type: Power > pick: "Choose a power plan" > on the side column pick: Choose what the power button do > "Change settings that are currently unavailable" > and UNCHECK "Turn off fast startup" > hit the "Save changes" button,  and restart your PC

 

For #2:

To turn it off:

Cortana > Notebook (second icon from the top in the black section) > "Pick up where you left off" > and turn it off > Save. And restart your PC.

I tried turning off fast startup but it didn't fix it. I just wonder if it is something that I should be worried about? It doesn't really bother me aslong as it doesn't mean that something ia wrong.
