Try a quick CMOS reset -- see if that lets you get further.

But of course try the basics first.

- Turn off your PC fully (Turn off the PSU or unplug it) -- leave it off for a minute

- Check to make sure all your fans are spinning and not stuck

- Any nasty burnt electronic smells from the PC = bad news

If you got into the BIOS, try resetting it back to default (or CMOS reset as stated).

Report back.

Good Luck

I was able to get into the Windows repair screen, after unplugging every but monitor and mouse. The Windows repair could not fix the error, so I'm looking at restore it seems?

Yep. Or do a back-up and reinstall.
