At max settings, no it is not. If you can turn down a few settings, then you might be able to play at 1440p 60hz. I have a gtx 970 in my rig and I get 80 fps at almost max settings at 1080p.

For high settings it is, but keep in mind that gta 5 is i think 4 years old at that point so it isnt the best point of comparasion. Dont expect AC Origins at 1440p ultra, but gta 5 should be fine at 1440p high/very high.

Really depends. For GTA 5 it might do since its a couple of years old now. But not for the latest games at ultra settings. I own a GTX 1060 6GB and in some games its barely enough to keep maxed out settings above 60 fps in 1080p. For example in The Witcher 3 it really struggles in some forest areas despite being paired with an overclocked 4770k, so I think a cpu bottleneck can pretty much be ruled out. Games where it also struggles (in no particular order): Rome 2 Total War, Arma 3, Assassins Creed Origins (should not have bought that one...), Dishonored 2. 

 

If you want to go all out on the graphic-options in 1080p (and also 1440p) I'd suggest getting at least a GTX 1070 (if you can find one that wasn't abused by f****** miners lol). The 1060 is really good for its original msrp, but in some scenarios it doesn't quite cut it.

Every GPU is. 60 Hz is something the MONITOR offers, not the GPU.

You didn't specify how much fps you want there. So even if its 5-10 fps? Yea, no problem.

 

60 fps Lock? Yep. If you reduce settings.

 

 

If you play GTA 5 on MAXED OUT (and i literealy mean, EVERYTHING on max), a Titan X (pascal) overclocked will manage 22~ fps in 1080p.

So yea, no GPU on the market can play GTA 5 on a 60 fps lock if you set everything on max.

 

If you know what Graphic settings are, and you are able to use them, then a GTX 1060 is fine for 1440p @ 60 fps target.
