Unable to format SD card.

My SD card is a San Disk Ultra 64GB microsd. I use it for my dash cam. I am trying to format the card in windows and it wont format. Now in explore i cannot find it.  In disk management i see a 31 MB Raw Healthy Primary partition. When i try to change it i get a error. This request is not supported. When removing the micro sd it is hot to touch. Is it dead or can i do somthing?
