This guys pc does this - win 10 startup only loading mouse and black screen and does not load into windows. has to hard boot to get it to try again and load up.

not sure about safe mode....it was installed 8 months ago. He says he uses a driver update software utility...my experience is that they can really mess things up...he is 8 months new to PC's period. He says it has a bios auto OC of 9%
