It's not illegal, no.  However your IP address can not show your physical location.  It can give HINTS.  It'll clearly indicate which ISP you are on since the IP's ownership can be referenced easily and some IPs are regional so you could possibly determine your city but nothing more.  To get any more detail you'd have to go to the ISP.  'Hi, what is the billing address for the customer who had this IP at this time frame?' of course you'd need a warrant for that information.

 

If someone online claims to have your physical address they either are lying or aquired it by other means (Like going through your public social media profiles) or the GPS Metadata in a photo you posted.

When blackmail is concerned just contact your local police force, if they believe it's serious or real they'll pass the details alone to the the relevant authorities to investigate and form a civil case if there is anything. It's not likely to be strong enough to form a legal case.

In order for him to blackmail you, you would have to be doing something either very weird, or illegal. So, what have you been doing that's blackmailable?

Then they can't blackmail you at all. They would just be spreading pictures that are on the internet. So forget about it and move on.

Also, if you're underrage, they can get in very serious trouble if they go and post them and you go and tell the police, pretending they are pictures of you.

He means that in order to be blackmailed, then there MUST be some dirt to blackmail you with, if there is no dirt, one can't be blackmailed.

Your IP address is the IP address that all data addressed to your home goes to.  It is effectively a public address.  Unless you are using a VPN, literally every website or online service you have EVER accessed has your IP address because without your IP address you can not receive data.

EDIT:: Forget about finding his IP address. The only useful things you could do with that information are going to get you banned from using computers for life. If you want to scare him, just make up an IP address and tell them that. He probably won't know the difference.

Having his IP is not illegal. Doing literally anything with it probably is.

Then it's useless for law enforcement to get involved. They can't do anything about spreading legal pornography except for tell all involveds parents.

In which case, OP should cut straight to the point and tell the blackmailers parents. They'll probably be very interested to know what he/she/<proper pronoun> has been doing to/with him/her/<insert proper pronoun here>. Be aware that this may result in OPS parents finding out, which is the likely outcome anyway if anything is actually done by the blackmailer.

So first of all i pulled pics from internet and they did the same to to try to bait me but im smart and i didnt send nudes from the internet it was more underwear

Just tell your parents whats going on so they can fix it already. 

The only other legal options you have are tell the police, or tell the blackmailers parents (assuming they are underrage as well). Or the third option: Ignore it and hope it goes away. Sometimes the coolest person is the most aloof.

Not really illegal, though the most you'll get from it is their nearest ISP hub. You won't get their actual address.

 

I wouldn't advise you do anything that would harm someone else or possibly be illegal.
