Hdd spinning at a angle

Some new cases have their hdd mount at 45”degrees.

are they safe?

 

or when mount horzonitally, the table is off by 1or2 degrees?

It's fine. HDDs are such precisely manufactured devices it doesn't matter what orientation you put it in.

 

The problem is moving the HDD anytime it's doing something.

That hasn't been a problem for years. Modern HDDs have motion sensors that stop the arm moving around if the PC is being moved.

It's still not a good idea to move them around willy-nilly while they're doing something.

Don't move them while in use, but direction they're mounted in does not matter.
