The problem is moving the HDD anytime it's doing something.

That hasn't been a problem for years. Modern HDDs have motion sensors that stop the arm moving around if the PC is being moved.

It's still not a good idea to move them around willy-nilly while they're doing something.

Our position is this:

Don't move them while in use, but direction they're mounted in does not matter.
