Is $380 CAD ($290 USD) an okay deal for a 1060 3GB?

Given the current GPU prices, I guess that's ok. But MSRP for a 1060 3gb is roughly 315 CAD just to give you a general idea.

  Most other duel fan cards hover around $500, and on Amazon this same card is going for $432. Good find?

Yeah thats a pretty decent price.  As stated above the MSRP is around $300 or so -- but with inflated prices and such, it's quite good.
