So I have had my computer for almost a year and it ran smoothly until this happened. Basically there was a dreadful rattling noise and after much investigations I found out it was from the bottom side fan on my GPU. When the fan spins the core of the fan wobbles and I think what happens is that the fan blades hit the inner heatsync making the clanking noise. I am attaching a video of what is happening to easily communicate what is happening.

 

If you know what’s wrong or know how to fix it please let me know as soon as you can because right now I can’t even turn on my PC without that noise coming up.

fan is dead, typically there is no way to replace that.  Some of the new sapphire card's have easily replaceable fans. What card is it? The only viable solution I'm aware of is a waterblock.  Come to think of it, you could get a 90 or 120mm aio and a mounting bracket to put it on there, then you'd need air flow for the power delivery components.  Maybe there are affordable heatsinks you can find for the gpu die, I know that 10+ years ago my friend had after market air coolers on his ATI gpu's.

a fked fan bearing.

 

Take off the cooler shroud and put a 120mm or 90mm (measurements needed) case fan on there. Some zip ties will hold it in place. No need to replace the heatsink.

So like take the fan off and the black plastic piece off and just put in a regular case type fan and try to hold it on with zip ties?

yes, if the shroud and heatsink can be separated. Keep the 4 larger screws around the GPU alone, and unscrew the others.
