Chrome weird spikey cpu usage

Just put together my rig, when playing youtube videos in chrome cpu fan keeps changing speed and makes annoying noises (bequite silent wings 3)  I've attached a graph of cpu temp and cpu usage is this normal?

temps fluctuate between 47-57 and can go as high as 61, 

 

CPU: Ryzen 5 1600x @ 3.8Ghz 1.263v

Cooler: Silverstone NT06-Pro with a bequite silent wings 3

Case: Silverstone RVZ01-E
