But those two 4pin equal one 8pin and you should use them, especially if you plan to overclock.

Going off the PCIE specifications I was looking at a while ago (and making some assumptions) I would say you should basically account for 18.75w per pin. So on a 4 pin that would be 75w, although I expect if you looked you would find the socket has addition power from the 24pin. Being as the TDP of the 1700x is 95w I would say don't do it.
