A Simple Page Filing Question

Simple question about paging filing (and don't post the techquickie video because it doesn't answer the question), Will programs make use of page filing when maxing out VRAM, or is it only used with RAM? I'm assuming its only used with RAMs, but I want to be sure, with someone who might know a bit more about the subject than me.

If you max out your VRAM, the GPU will swap out to RAM. If you max out your RAM, then it will swap out to the page file.
