was planning on building a used pc 
with i5 3470 then i saw i5 4460 only 20$ more 
should i go for 4th gen ?

Will you use the integrated graphics?

 

i5-3470 with P67/Z68(these two needs BIOS update) or Z77 mobo can squeeze another 400MHz over its current base and boost clock, while the 4460 couldnt, so the older chip is faster.

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Personally I'd go 4th gen. Haswell got AVX2 instructions implemented, which is a big leap from AVX in Sandy/Ivy Bridge if you have tasks which can use it.
