for whatever reason ever time i boot up my laptop, windows just loads a black screen with just the cursor. i'm unable to get into safe mode and the only thing i'm able to do is spam shift for the sticky keys. Also before all of this started happening my laptop was acting up, for example it forgot that it had a WiFi adapter so I restarted and this happened

Do you have a login password? What happens when you type in your password while the screen is black?

 

I have this issue sometimes but if I wait a minute the picture pops up and I'm on my desktop. So. I'm not sure. How many applications do you have starting at system startup? If your system has to load tons of files into memory at startup due to excessive applications it might cause unexplainable problems like failure to reach the desktop.

 

This is where safe mode would be useful but you said you can't get there. I think if you spam...what was it...F10? As windows is booting it will take you to the advanced startup screen and from there you should be able to get into safe mode.

 

EDIT: F11. Recovery mode. For when you can't reach the login screen/desktop
