Restart doesn't close opened applications

I don't know where to post this.

 

When I shutdown/restart and start up the computer again unclosed applications prior to shutdown are still up.

 

For example, I have Internet Explorer, Microsoft Word, Microsoft Paint, and a JPG Picture open. I shut down the computer. I start the computer back up and those 4 applications are still there, in the exact same position. Displaying the exact same number of tabs and things that I was doing prior to the shutdown.

 

I've never had this happen before.
