Mini cards should have the same (or similar) performance to full-size cards. The only factor I can think of really is cooling.

Setting aside laptop GPUs, all the chips of a certain line should perform the same at stock speeds (of course with the same memory).  Card size doesn't change that.  A 1060 is a 1060 is a 1060.  More fans might give you more overclocking headroom, however.

Depends on the version exactly. Not everyone is an expert on what cards to get so the people that are desperate or don't know better would get them for mining. Not everyone has a rig that can only fit full size. Zip tying it to a plastic shelf works just as well.

it's just the same thing as the normally sized GPUs except smaller, so there's no reason for it to be much worse in mining performance so it's still fair game to miners.
