The shader clock is set to always be double the core clock, you can’t change it. You should be able to go into the settings of Afterburner to attempt to enable voltage control, but it won’t always work.

I can't change the core voltage and shader clock on Msi afterburner .

Which card?

AMD cards don't have a shader clock as a separate adjustable clock speed. It always runs at the same speed as the GPU itself. Also, voltage adjustment isn't available on all cards either. This can be unlocked sometimes. Google around for your card to see if this is possible at all without going custom video BIOS.
