PCI-E risers if they are good quality with the proper shielding will have no affect on overclocking a GPU, it will work exactly the same as if it was directly connected to the motherboard.

No that's only for the CPU if you have an overclockable CPU. For the GPU you can use your manufacture's software to overclock it such as EVGA precision or MSI afterburner.
