my guess would be either that the storage media you're using is too small, or the piece of software you're using is a piece of shit.

i am using wintousb software featured on "life hacker".The flash drive size available is 14gb.

Is your USB drive in format FAT32? 

 

I would reformat to NTFS if it is.

Maybe you can try using Rufus? I'm not sure why it's not working; I've never tried that program you're using. Even Rufus didn't work for me but it works for many other people. I usually do this through cmd.
