I'm looking for something relative inexpensive for shooting during the night (since its safer doing the things I intend to do).  Also not really needed to be a dashcam  - a solution with say single board computer or separate machine/laptop to record too also works. Open for all kinds of suggestions!

Trying to get decent nightshots with inexpensive hardware is a bit pointless.

Why not just get a mount for your phone and use it?

Pretty vague question what kind of quality are you expecting? how much do you want to spend?

Go-Pro or any of the many knockoffs would work.

I'm not aiming at good resolution/perfect quality since those videos are more for a personal use/ at most Youtube where will be private anyway.

For quality I really wish to be able to see more from the headlights (don't give a crap about the resolution  - even 480p does it) - phones that we tried only record 4-5 meters ahead of the car even tho I have really strong headlights. I still haven't tried my Huawei P10 (witch is great for night photos) but I suspect driving at 80-100 km/h the video it shoots will be the same as the others...

Budget wise I don't want to overdo it - ready to spend as much as I have to, without going sorta linus style - 8k cuz yolo. I want the thing that will get the job done and that's it.

You have to be realistic with what you want.  Proper NightVision setups for cars cost literally thousands.  Are you willing to give up color and go monochrome (black and white or green like military NV setups?)  CCD cameras are the best for low light setups and choosing one with WDR (wide dynamic range is a must)

I've got a couple setup similar to this on some my drones and its adequate enough for me to fly through valleys at vehicle speeds by moonlight alone. (the smaller screen in the corner is the NV setup) I use a light collecting lens on the same camera.  A cheap 20$ dvr could be hooked up to this 30 dollar camera. Its 640x480 resolution and the FPS is limited by the DVR you choose. low light performance isnt going to get much better than this in the sub 100$ range.

Best bet is to just go on youtube and watch lots of night footage videos and decide what will work for you.  IR emitters can also be added to increase camera performance since cameras can see into ranges the human eye can't.

there are non I can tell you even without looking up - if it doesn't block your view nobody cares

must be careful because airial photography has bylaws, and what about permits?

I know, its like a 0.001% chance, but you may get a over zealous authority wanting to cause you hassle.

But I agree with you it should be zero problem

You can add things to your cell phone lense, take a look at those.
