Camera and canvas are locked into one position

My problem is it doesn't allow me to change the size of the canvas and camera, its locked into one position and I can only change the overall size of the camera not the width or height alone

What are your project settings?

I'm 101% sure that you didn't change the default resolution.
What's going on is that if you change the size of the game view it will adjust the camera resolution as well as the canvas. When you test the game it will be in that tiny window under the game tab. You cannot modify the camera, nor canvas size. It defaults to the size of your game view.

Here is the documentation to support my statement.

Quote

This render mode places UI elements on the screen rendered on top of the scene. If the screen is resized or changes resolution, the Canvas will automatically change size to match this.
