Internet speed suddenly jumped?!

My internet download speed is always around 400-500 kbps (very slow, I know.) and just a minute ago for 5 seconds it was 3MBps then 2.5MBps then 2MBps and then back to 400kbps. What has happened here? Am I being scammed by my internet provider? Is that some kind of a utorrent bug? I need help, guys.

It kind of depends on

1. What you are downloading and how many seeders/leechers there are on the torrent in question

2. Internet speed you pay for

3. If the internet speed you pay for is sucked up by a TV, another PC, another download on your own PC, things like that

Well the fact is your suppose to have 4Mbps. So im guessing you on some aDSL connection. DSL is very iffy at a distance. Meaning, the closer to the phone company you are, the faster the speeds, the further slower the speeds. Also line quality has a great deal to do with it. If you live in the US, most phone lines have been on the poles for 100 years. So yeah, the quality is pretty shit. You can try calling the ISP and bitch to them about it. As there could be a line issue or equipment issue and that could easily fixed. Or get a better provider if thats an option. 

I just want to sit back and watch the world burn.
