Look up some benchmarks. I'm used to bouncing off the frame limited (I has 1080Ti)

You'll probably be able to run the game (I say probably cause I haven't looked into it), but I'm not sure if you'll be able to run everything at max settings (not that you really need that to actually enjoy the game)

 

Here are the settings in the game, you don't need to have all of them maxed out in order to have an immersive gameplay.

Yeah you should be able to run it fine.

 

Don't know if you will hit 60 fps though. People are saying 45-60 fps with your card. Should be fine for the type of game it is though, it is not a shooter, so you don't NEED 60fps.

Yes you can run the game, provided that you lower the in-game graphical settings, try staying at 1920x1080p too.

Some of the settings that are FPS hogs are:
Hairworks (obviously). Disable all three of the sliders that deal with hairworks.
Foliage Visibility. Take it down to medium.
Shadows. This can especially be taxing in major cities at dusk or dawn. Try medium.

Ambient Occlusion. A hidden FPS hog. Try disabling it all together.

 

That should get you near or at the 60 FPS.

I can run it 60fps med-high with a 970 and i5 4460. Drops a little in dense areas.

Oh yeah, it DEFINETELY can. Ofc ultra settings are stupid, so you wont be getting near that poison.

Just stick to medium/high (water on high for example: little fps hit and great graphical improvement). Just tweak settings and you will be fantastic.

Ultra is stupid. ALWAYS.
