I would clean the whole PCB And put it in the oven for 5 mins at low med heat,

Don't do this in an oven that is used for food, the board may emit toxic gases that will be near-impossible to clean out. I figure you know this, but I just wanted to remind you in case.

I know, which is part of the reason why I haven't baked it yet. I probably would have but I haven't gotten access to an A: Toaster Oven or B: Disposable Oven

Looking at it wont tell much. Could test the tim assuming it isn't conductive. What does not working mean exactly?

Standard error 43, fans spin up but card doesn't function. The TIM was put on after the card was discovered not to function and is from a company called Startac. (It is also non conductive)
