Will computer power on without RAM or CPU?

So I recently posted asking for help about a motherboard because the PC wouldn't power on. We're about to send it back from where we purchased but wanted to make some things sure first.

 

Can a PC power on without RAM or faulty RAM? Will the fans start running and LEDs light up? Same thing with CPU? Just so I know it's 100% the motherboard that's faulty.

No, without a CPU it won't do anything.

With faulty RAM or without RAM it won't POST but will probably still power on.

Yes, it will power on. It will produce a beep code that informs you that the cpu is not installed.

But powering on doesn't mean that the motherboard is ok.

It still won't boot if you plug cpu and memory if the is mobo bad.
