Software to boost volume?

I'm using my friend's PC for the weekend, and he's rocking a phoebus, but it's quiet as all hell. I have no idea why it's so quiet at max volume, checking out chrome, it's only using going up 10% (while using youtube). Unless someone knows how to fix the Phobus's issues (it wasn't this quiet when I used it about a month ago) is there some software that can help boost it?

Is the volume on max from the application/player? What about the windows mixer?
