Isn't it the same cable? 

 

Okay I'm stupid. I don't know, but why do you need that?

AliExpress has some too, idk why you would need thunderbolt 2 to 3 so I assume if the demand isn't high enough there will be low suplly.

I would think there would be a lot of cables and adapters floating around because Mac switched it's ports three times in the last few versions of thunderbolt.  It seems TB3 will be the standard port for a while because it's the same as USB-C.  Just a different protocol.
