Windows 8.1 Keeps Uninstalling Programs

Doesn't sound normal, I think you should scan your pc with an antivirus, I recommend using malwarebytes, it often finds viruses that get past avg/avast/norton  etc.

I found another thread about a similiar problem:http://www.tomshardware.co.uk/answers/id-1835359/program-installing-randomly.html  you might want to check your chrome extensions.

And It is worth pointing out that Windows 8.1 is no longer covered by Mainstream Support. It is still supported under Extended Support but don't expect any updates or patches to it unless there are critical issues.
