Any reason to get the CX?

He wants something real silent and quick. Silencio seem to be a good budget silent case.

The S12 is still a really old group regulated unit. The new CX is easily superior to that.

my brother's G3258 can choke on just scrolling the browser on facebook, not a good option when the kabylake pentiums barely cost more.

Woah, $70 CAD is really cheap for the G4560

In a lot of ways. Better voltage regulation, lower ripple, generally a better build quality and a more modern design that relieves some of the issues of older PSUs

If he isn't changing it, get a 4 core cpu. Look at my list, or modify the list of @herman mcpootis. His list is my favourite.
