First post begging for help?

1. Budget & Location

$4k & USA

2. Aim

- Video editing for both Drone video capture as well as gaming video editing.

- Streaming both to an internal capture card (do not include in build as I already have plans for an el gato HD 60 pro) and streaming games whilst playing them on PC.

- TONS of hours of gaming will be done on the PC so it's VERY much a gaming PC more even than video editing.

- QUIET as can be. I have my gaming desk in my bedroom where me and my gf sleep. I stay up much later than she does and I need to be able to ensure that the PC isn't running mega loud for obvious reasons. (Plz no doghouse/couch)

so I'd love CPU and GPU liquid cooling and quiet fans.

- Fast M.2 drive Paired with 3TB+ 7200 RPM HDD.

- Future Proofed as much as possible. I would like to be able to upgrade it if needed in the future or have something that is powerful enough that upgrading isn't going to be a thought in my head for years to come.

3. Monitors

I need new monitors, actually. 1 can be on monitor riser but 1 needs to be able to be wall mounted to fit the space I currently have available.Wouldn't be opposed to mounting both monitors on wall though if it's easy enough. Flat wall behind the monitors. Unfortunately screens can't be HUGE as the space is pretty small. Currently using 2 23 inch monitors. I can add some to the budget for these but if possible to keep in $4k price total that would be awesome.

4. Peripherals

- Need windows

- Need monitors as listed above

5. Why are you upgrading?

Got a GREAT offer on my old desktop + laptop. Practically no money being lost from purchase price and together give me enough to get a nice PC along with birthday/christmas money from relatives. I love computers but I just don't know too much about higher end parts anymore.

I guess in response to both of you, which I should have included in the beginning.

 

My uncle does Aerial photography and videography and it has really got me interested. I haven't YET purchased my drone (income taxes boiii) but I plan on getting the DJI phantom 4, to follow in his footsteps (His Insta: https://www.instagram.com/flyingdreamsais/?hl=en). I also do not YET have video editing software (so this is all gonna be new to me). Fortunately I have a TON of people around me that are graphic designers, video editors, and photographers. First step for me is a PC that can handle it. So if there is a solution for video editing you can include what software would work best with the hardware you suggest.

Something like this should be decent for the CPU and GPU. If the load really GPU heavy, and benefits from raw GPU power, SLI 1070 Ti or 1080s might be better. 

You can change the storage configuration as you please.

Thanks for the suggestion! I like it a lot, however is the cooling usually that expensive or is that a really good brand? Not heard of it myself.

Custom loops get really expensive really fast. They do make some cheaper kits, however with an HEDT CPU, you'll want some VRM cooling.
