Only way to get the 8700K to 5GHz+ is to delid the CPU and throw on a triple-rad custom-loop that would be so expensive, buying a CPU that has more cores would get you better price/performance.

Simply put, trying to OC your CPU that high will need expensive cooling. So expensive in fact, it would be better just to buy a 8 core processor from AMD or intels X299 lineup and use that instead. This is the thing most people forget with watercooling, it's really expensive. So expensive in fact it is often better to not spend your money on that custom loop and use it to buy a better CPU outright.

Do your google-fu properly, reviews are typically done with a standard 2x120mm or 2x140mm AIO or high end air w/NO DELIDDING and nearly every single one i found hit 5ghz+. Obviously there will be better and worse silicon pieces but the average seems to be 4.8ghz-5ghz on high end air. Links below are 5.2ghz.

Would I be able to sufficiently cool (>80C) an 8700K at 5GHz+ with a Hyper 212X?

Given I find the Hyper 212X is only adequate for my locked i7 8700 with a 30w lower TDP obviously it won't be enough for a 5ghz overclock :P

Could you recommend a cooler that's not too expensive that would suffice?

Just buy the locked i7 8700 it performs identically to the i7 8700k at stock but it is cooler.

Leave it at stock, or buy the i7-8700, you won't notice the extra speed at all unless you have a couple 1080 Ti's or something ridiculous and are pushing for 200+ FPS for CS:GO or something.
