Since I built my pc I have this problem when I start it an error screen comes up and says CPU Fans not working and press f1 for setup so then I get directed to bios and boot it that way and it works and is running on about 42-47 degrees celcius on idle but then when I play games it can go up to 80 and I noticed the fans are running the same speed at 9% load as 80% load.

Check the manual of your motherboard, it should say where the CPU FAN header is located, make sure there's something connected to that (fan of the AIO of the pump, don't really know which connectors the AIO has)
