I recently built a new pc with an i7-8700k and a nzxt kraken x52. My cpu is delidded and running at 5ghz at 1.34v and i get 40 degrees on idle and 65 degrees on load. I thought this seemed ok at first considering this cpu is a 6 core but after looking around ive seen other people running theyre 8700k at similar settings at way lower temps and considering my cpu is delidded i thought this was kind of wierd. am i just paranoid or is there a problem with my cooler? i tried re delidding the cpu to see if it did anything wrong and i reseated the cooler several times.

That look alright to me, at 1.34V it will run fairly warm but 65C under full load is great.

i used hwmonitor to monitor everything while i use aidata to stress test, i dont use the fpu test just normal cpu stress

Then nothing to worry about.

Every system configuration is different, and even cpu's can vary.  You are well below something you should worry about.  This isn't a black and white or 1 and 0 hobby, just stick to safe margins.

just considering what other results im seeing from other people it kinda bothers me, and also nzxt cam reads that the water temp is at 30 degrees always even when my cpu is running at 65. im tempted to order a different cooler and try that one to see if theres actually a problem then if theres no problem then just return the new one.

even when i push voltage to 1.4v the temp dosnt change but just changing the clock speed up 0.1ghz massivly increases the temps and ive been wanting to push this cpu farther then 5ghz but even at 5.1 it flys up to 75 degrees with no change in voltage. and considering the cpu is delidded i was expecting better results. its nothing bad already i know but i really want to push this thing to its limits

Every chip is different from one another so it is hard to compare.

Water temp changes slowly and by very little, I can run my custom loop for hours and only watch the water temp rise 1 degree or 2

As to the temp jumping with a small change, this is just the nature of your specific chip, that's part of clocking, you find what your chip can and can not do.  If you feel that you have hit a limit on ghz then back down to stock and see if it is a champ somewhere else like memory controller and or bclk.  Still those temps are more than reasonable

I haven't hit a limit on overclocking I want to put it higher but I can't because of the temps so I'm kinda stuck at 5ghz. And 5.1 puts me to 75 degrees which makes me uncomfortable. I see around that some people say that cam has the kraken coolers run in according to the water temp and not the cpu temp so changing that can reduce temps but no one says how to change that and I couldn't find an option to have it change according to CPU temp and not water temp anywhere.

That's perfectly normal the fluid temp will never match or even reach the CPU temp it should always be lower than the core temps. 75C on the CPU isn't a problem but for a 10C jump you have to be the one that weighs the option if that 100Mhz is worth the extra temps.
