Neither of those options are great coming from a 6600k and 1070. The Ryzen 5 will help with streaming, but I wouldn't go from a 6600k to a Ryzen 5. Honestly I'd save an extra $100 and just go for Ryzen 7.

 

Also Zen+ comes in February/March. Wait for that.

I'm also having problems with relive because its no where near as easy to use as obs and its not working for some games.

Are you on the latest drivers? because they did a huge overhaul

You can also just change to the GPU x264 encoder in OBS potentially

So what's the real issue?

 

Are you trying to use x264 encoding? If so, then your CPU is grossly incapable of doing that whilst gaming.

 

If you're trying to use your GPU to record then you can use ReLive but it won't provide the same visual quality as using x264 or a capture card.
