I know you only want the tower, but I'm asking. if your monitor is 60Hz then it's fine. But who knows, maybe you have a hand-me-down or something like that with a 120 refresh rate?

Buy used. 100%. You'll get a much better system that way.

This is the best I could do new. He really needs a little more budget to get a decent system.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Pentium G4560 3.5GHz Dual-Core Processor  ($69.99 @ PC Canada)
Motherboard: Gigabyte - GA-B250M-DS3H Micro ATX LGA1151 Motherboard  ($76.99 @ Amazon Canada)
Memory: Crucial - Ballistix Sport 8GB (1 x 8GB) DDR4-2400 Memory  ($87.74 @ Amazon Canada)
Storage: Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive  ($49.95 @ Vuugo)
Video Card: Sapphire - Radeon RX 560 - 1024 4GB PULSE Video Card  ($163.50 @ Vuugo)
Case: Xion - XON-350_BK ATX Mid Tower Case  ($23.81 @ Newegg Canada)
Power Supply: Corsair - CX (2017) 450W 80+ Bronze Certified ATX Power Supply  ($57.99 @ PC Canada)
Total: $529.97

I picked the RX 560 because it can play games at medium settings, dropping lower pretty much necessitates low settings.

You need to make sure the motherboard has been updated for the G4560.

Doesn't really matter though because he doens't have the budget to drive a 120hz monitor ;)
