Just buy a 1080 ti, getting a 1700 is a minimal improvement for gaming and meaningless next to the jump to a 1080 ti.

Sell the 980 and your current psu to cover the cost (also a 1080 ti only uses like 50w more than that 980)

I'm recomending nothig but the 1080 ti be upgraded, way more fps per dollar with the 1080 ti alone.

I use kijiji (only really works for eastern canada) and reddit (r/hardwareswap)

Failing that gumtree is good, as is the LTT forum.
