You will be fine, that is a great system for the price and i think you will be really happy with it if it's your first high end gaming PC. If not i think it is still great at that price bracket and will probably run most games 1080p fine with decent graphics settings.

your GPU will bottleneck

There are always bottlenecks, most of the time it is the GPU because CPUs don't do anything

yeah 260x won't do that well at high res

Not full settings, but you could probably run  everything on high at 720p.

i doubt he has a 1440p monitor if he is running this kind of setup, and honestly i never run 1080p anyways (usually lower so if my framerate drops i still get 120fps).

The 260x will be the system bottleneck. That cpu is meant for more powerful systems. The cpu will just be under-utilized.

this hole system will be liquid cooled to reduce noize  and seeing as i will have the cpu oc to 4.5 and my gpu oc to the max and 1866  16 gb of ram i think it should be fine

*whole

You could add more rads than normal and reduce the rpm's on the fan

I would go with an fx 6300 and bump up to a better gpu.

Case: Phanteks Evolve X with ITX mount  cpu: Ryzen 3900X 4.35ghz all cores Motherboard: MSI X570 Unify gpu: EVGA 1070 SC  psu: Phanteks revolt x 1200W Memory: 64GB Kingston Hyper X oc'd to 3600mhz ssd: Sabrent Rocket 4.0 1TB ITX System CPU: 4670k  Motherboard: some cheap asus h87 Ram: 16gb corsair vengeance 1600mhz
