1080p60 Bitrate

What's the best bitrate for 1080p? I can 't figure out I am mostly recording localy but once in a while streaming I have a ryzen 1600 16 gb of 2666 ddr4 ram and a gtx 1060 6gb What is the best bitrate for 1080p 60? Also, I do speedarts once in a while, should I up my bitrate for these speeded clips?

I need to know a few things before i can recomend a nice bitrate:

 

What is your upload speed

Where are you streaming to (youtube,twitch,mixer,hitbox,facebook(Jk no one uses facebook streaming))

 

If you have a upload speed of 10 Mb/ps or more then a bitrate of 3000-6000 should be good

I'm streaming to YouTube and i have a ''speedtest.net'' says i have 100 mb/s upload
