New build not booting

Hello All,

 

One of my friends has built a pc recently, and when he first put it together, it booted just fine, all the fans started spinning, and GPU lit up. Then, the next day, he did some cable management, and tried to boot it, and nothing happened. On the 3'rd day (today), he redid all the wiring, and it booted just fine. Then he put the side panels back on, and it didn't boot. He's tried rewiring it, but nothing seems to be working. He's not getting any debug led's, just the power led and the small led path on the left side of the mobo.

 

Specs: 

-       i7 7700k

-       Asus Strix z270H gaming

-      16gb g.skill Ripjaws 5

-      Be Quiet! Dark Rock 3

-      250gb samsung 850 EVO

-      2tb seagate barracuda 7200rpm

-      EVGA GTX 1070 sc

-      EVGA Supernova 750 G2

 

I've tried to help him, but we've both run out of ideas and the internet is no use.

Did you try the PSU switch?

 

Maybe a different outlet

can you get to bios? when u say cant boot, you mean cant post?

feels like something is getting shorted when the back panel is put on

Could be some exposed wire. I had that happen to me once my computer shut down when it touched the metal. Created a spark scared me to death that i thought I lost my computer.
