Let's break this down:

 

H264 is a codec that can take advantage of threads as long as the software that implements the encoder allows it.

Handbrake is a good example, it will use many threads. So if handbrake hipotetically gave the same FPS under the same settings then yes, the i3 would be pretty much as powerful as your i7.

BUT. this does not mean they are "equal". Many software (like aftereffects) can't take advantage over more than two cores. This means, (extending the previous hipotetical scenario) the i3 would be a lot better than your current i7.

 

Second question:

You shouldn't buy a 2600. It's too old and has no upgrade path. The only way i could recommend buying such an old platform is if you were to find a dirt cheap combo.

It may seem like an inmediate upgrade (~42%), but you'd end up being stuck with a dead platform with no upgrade path.

Consider Ryzen, best $/performance ratio your your workload.

Yes thats sums it all.

 

With ryzen 1600 + 1050ti i can render 3 minutes 4k down to 1080p clips in around 70-90 seconds.

 

Ryzen 1600 has a little bit better if not the same IPC as i7 2600 but with 4 more threads.

 

Video editing programs love more cores.

Thank you! An i7 2600 and a mobo combo in my country is around $130. Which is cheap!
