So I found this "junker" PC, everything worked except for the NIC.. After inspecting it, I found this. It's either missing ROM or a processor, I can't tell its age so I'm not sure.. Help?

That is normal, that is, if I'm not mistaken for reprogramming the NIC, nothing you should be bothered with. It is made to run without the IC.

Then... Why doesn't it work? Device manager picks it up but it won't detect cables.

That is probably a driver problem, or it is just broken.
